NVMC General Body Meeting
November 13, 2017, 7:00 p.m.

The meeting started at approximately 7:06 p.m. The board members that were present: Karen Higgins, Gary Williams, Wanda Harris, Bernadette Weekes, and David Soleye.
Senator Nicole Poore attended the meeting. She informed the community that the Getty Station at the corner of Route 72 and 9 was fined $40,000 and that the building will be demolished if the contractor walks off the job (could take up to six months). We were informed that the Wawa at the corner of Route 71 and 72 is still scheduled to break ground – it will happen in approximately 60 days. There will be a right turn in and a right turn out at that intersection.
Karen introduced the board and asked the community if they had received the newsletter and mailing from IPS.
Karen introduced Dino from IPS and spoke about the importance of having a management company. Dino talked to the community about IPS and what they would be doing for our community. Dino passed out copies of the Deed Restrictions and Conservation Easement and requested everyone in attendance acknowledge on the sign in sheet that they had received them.
Karen spoke about HOA dues and informed the community that they were a requirement.
Karen provided a financial update.
Karen informed the community that we were working on a community website and encouraged the community to send in items that they would like to have on the website.
Open Discussion
One of the community members discussed a sound barrier and stated it would be good if we had one and it would help with the traffic noise from Route 1.

The meeting started at approximately 7:05 p.m.
Management Corporation
Karen Higgins provided the community with background regarding the Board’s decision to look into seeking the services of a Management Corporation. The Board has reviewed a few options and invited Mr. Dominick Peronti from Investment Property Services (IPS) to the meeting. Karen introduced Dominick and he provided information about his company and the services they would be able to provide.
Members of the community had several questions for Dominick, most were around the cost for his services; as well as why the Board thinks it is necessary to seek the services of a Management Corporation.
Karen asked members of the community to hold off on questions to IPS related to cost and that the Board will discuss during the Financial Report.
After addressing many of the questions, Dominick had to leave due to a prior commitment. The Board thanked him for his presentation and promised to follow-up with him at a later date.
Financial Report
Brad Tumey advised the Community that he didn’t have a printed copy of the Community’s financial status but he had a document he read from which he informed the Community that our bank balance was currently $15,979, we paid $17,740 for lawn care, and we paid $5,076 for snow removal (he stated he would submit an application to the county for a $972 reimbursement). He mentioned that there were other expenses related to the electrical bill, post office box rental, registered agent and insurance.
Quite a few property owners requested a copy of the report and Brad promised to send a copy to the community.
Deed Restrictions and Homeowner Violations
Gary Williams explained the reason and importance of deed restrictions. Karen passed out a list of addresses that were delinquent in their HOA dues and deed restriction violations. She stated that IPS would be very instrumental in helping our Community resolve the violations and enforce any new ones.
Nominations
The nomination process began by asking, if any current board members wanted to step down. Charles Broadard (211 Remi Drive) had previously stepped down.
Chris Thompkins (504 Isadore Drive) and Bimmy Olowo (408 Janet Court) stated they would like to step down.
Chris Thompkins (504 Isadore Drive) nominated Karen Higgins (322 Friedman Drive) and Brad Tumey (406 Janet Court) seconded the nomination.
Arun Kumar (315 Friedman Drive) self-nominated himself and Mike Doughtery (200 Remi Drive) seconded the nomination.
Sandy Royal (400 Janet Court) nominated Bernadette Weekes (209 Remi Drive) and Wanda Harris (305 Friedman Drive) seconded the nomination.
Mary Rivers (308 Friedman Drive) nominated Wanda Harris (305 Friedman Drive) and Chris Thompkins (504 Isadore Drive) seconded the nomination.
Karen Higgins (322 Friedman Drive) nominated Brad Tumey (406 Janet Court) and Bimmy Olowo (408 Janet Court) seconded the nomination.
Bernadette Weekes (209 Remi Drive) nominated Gary Williams (203 Remi Drive) and Brad Tumey (406 Janet Court) seconded the nomination.
Charles Broadard (211 Remi Drive) nominated David Soleye (206 Remi Drive) and Bimmy Olowo (408 Janet Court) seconded the nomination.
Matt Found (402 Janet Count) self nominated himself and Brad Tumey (406 Janet Court) seconded the nomination.
The question was put forth if there were any more nominations. There were no more so the nomination process was closed with eight residents nominated and approved. Eight board members meet the criteria as stated in the Community by-laws, so an election is not required.
Open Discussion
Members of the community have observed that some homeowners have exposed trash bags and overflowing trash bins on their property. There was also mention of homeowners who walk their dogs and are allowing them to take care of their business on homeowner’s property. Homeowners with pets need to clean up after them. We as a board will start enforcing the deed restrictions for these and other violations.
Other questions and topics raised by home owners include:
There have been several cars that have been broken into. If this happens make sure you report the incident to the police.
How do we stop people from throwing trash in the streets?
People speeding in the Community. Brad recommended homeowners call New Castle County police.
There was discussion about the children that get picked up and dropped off in the front of our Community. There is nothing we can do about it because Route 13 is a public highway.
The basketball court. The Community was informed that the Board is working on the violation with the County.
Brad informed the Community that June 6 there will be a new vote for the Colonial School District tax increase.
Fines are being assessed to the owners of the Getty Station.
The stakes in the Community are for turning over the roads.
Homeowners complained about dog droppings on their lawn and how can we resolve the problem.
There was a suggestion to start a website.
The meeting adjourned at approximately 8:30 p.m.
